Storage between pickups requires secondary containment. Moving waste off site generally requires a permitted transporter, with a narrow exception for small quantities. The business producing the waste, what the rules call a generator, chooses who carries it. Classification matters afterward too, because some landfills will not accept recognizable treated medical waste unless incinerated.
