Virginia rewrote its regulated medical waste rules in 2023. The rules reach any business that produces regulated medical waste, which the state calls a generator. Most practices need no permit of their own. What Virginia requires is segregation at the point of production. Regulated medical waste stays apart from hazardous and radioactive waste, in packaging that holds up in transit.

Your exposure changes once the waste leaves the building. Under 9VAC20-121-150, any vehicle holding regulated medical waste for 24 hours or more is itself a transfer station.
